Scott Cline

Scott has over 27 years of experience in the energy industry. He has
managed and directed Control Center Operations and Real Time energy
trading activities. Scott also served as a power coordinator/dispatcher
with Florida Power & Light and Reliant Energy responsible for reliability
and safety of Operation Control Centers nationwide and an Interchange
specialist responsible for buy and sell decisions between electric companies
to optimize fuel efficiency and cost to client.

Scott is an experienced Instructor for NERC Continuing Education Counsel
and has presented Power courses at Rice and Texas A&M Universities
and Reliant Energy. Attended Miami-Dade C.C. courses in computer science
and accounting and is a recipient of numerous awards and certifications
of achievement. Hobbies include: hunting and fishing and travel.

Nainish Gupta
Senior consultant
Dr. Nainish Gupta is the President & Chief Executive of Econalysis
Consulting. Dr. Gupta is a successful executive with deep experience
in all aspects of risk and financial management, business development,
operations leadership, strategy, and regulatory policy. He has worked
for energy companies and been a consultant to electric and gas utilities,
energy traders, merchant energy companies, and retail energy providers.
Articles published by Dr. Gupta on various energy issues have appeared
in the Public Utilities Fortnightly and in the Electricity Journal.
Prior to Econalysis, Dr. Gupta was a Director in FPL EnergyÅfs Wind
Development Group and a leader in the energy consulting practices
for KPMG LLP, and Arthur Andersen. Dr. Gupta was also a Principal
at El Paso Energy where he managed the energy marketing and trading
activities of El Paso's southeastern regional office, developed new risk
management products and services including swaps and options and
managed the mid and back office.

Dr. Gupta holds a Doctor of Philosophy in Economics from the
University of Georgia, Terry College of Business, with concentration
in Utility and Regulatory Economics. Additionally, he holds a Master
of Science in International Trade and Finance from the University
of Florida and a Bachelor of Arts (Honors) in Economics from the
University of Delhi.

Gregory Martinsen
Consultant
Gregory Martinsen founded Power Development Partners, Inc. in
2001 and serves as the President/CEO. He has been actively involved
in the development, financing and acquisition of power generation
facilities for numerous clients in the US and Canada. He has 35 years
of experience in the energy industry providing business and financial
consulting services to industrial and utility clients.

Prior to founding Power Development Partners, Greg was Vice President
of Project Development at Primary Energy Inc. (a Nisource subsidiary)
where he was responsible for development of both power plants
and integrated industrial energy facilities. He directed development
activities on facilities designed for Combined Heat and Power applications,
as well as, merchant power generation for 3 years. He is familiar with the
contractual and financial requirements required to successfully deliver
an operating power generation project.

Prior to Primary Energy, Greg founded and was Vice President and
General Manager of Unicom Power Holdings, Inc., a wholly owned
subsidiary of Exelon Corporation, a Chicago-based regulated utility with
un-regulated subsidiaries for 3 years. While at Exelon, he was responsible
for all Divisional activities, primarily directed toward power project development
and implementation. He was responsible for the development of $600 million
portfolio of energy projects based in the U.S.

For 10 years, Greg was Vice President and Partner in McDonough Associates, Inc.
a Chicago based consulting firm where he was responsible for engineering
and consulting services to the municipal, utility and industrial markets in
the Chicago Area. Greg holds a degree in Electrical Engineering from
Purdue University.
